1. Background
Dufatanye Organization is launching the second phase of the Villages of Hope (VOH) Project, a community development initiative supported by Suyana Foundation. Phase 1 (2022–2024) achieved major successes in Karwiru and Kadusenyi, including a reduction in malnutrition from 20% to 2%, increased access to clean water, and economic empowerment through savings groups.
Phase 2 (2025–2028) will scale up this integrated model in two new villages: Nyamiseke (Nyanza) and Rasaniro (Nyaruguru), targeting 878 households and over 4,000 direct participants.
2. Purpose of the Baseline Survey
To provide comprehensive baseline data on the current status of:
- Food security and nutrition
- Access to water, sanitation, and hygiene (WASH)
- Health and education
- Household earnings and financial inclusion
- Environmental sustainability
This data will guide project implementation, support ongoing monitoring, and enable effective impact evaluation.
3. Scope and Methodology
The consultant will apply a mixed-methods approach, including:
- Structured household surveys
- Focus Group Discussions (FGDs)
- Key Informant Interviews (KIIs)
- Community mapping
Inclusivity is vital—women, youth, local leaders, and marginalized groups will all participate.
4. Key Responsibilities of the Consultant
- Review project documents and indicators
- Develop and finalize tools (surveys, FGD, KII guides)
- Train enumerators and supervise data collection
- Conduct fieldwork in both target villages
- Clean and analyze data
- Prepare draft and final baseline reports
- Present findings in a stakeholder validation workshop
- Deliver a concise summary brief with key recommendations
5. Deliverables
- Inception report
- Final data collection tools
- Enumerator training report
- Clean datasets (Excel, SPSS, etc.)
- Draft and final baseline reports
- Summary brief (2–3 pages)
- Presentation materials for validation workshop
6. Consultant Profile
The ideal candidate or firm should have:
- Master’s degree in Social Sciences, Development Studies, Public Health, Agriculture, Nutrition, or related fields
- 5+ years of experience conducting baseline studies
- Expertise in both qualitative and quantitative research methods
- Proven data analysis skills using SPSS, Stata, or similar tools
- Excellent report writing and communication skills
- Experience working with community projects in Rwanda
- Fluency in English (Kinyarwanda is an asset)
- Strong understanding of ethical research practices
7. Submission Requirements

- CVs of key personnel
- At least two examples of similar past work
- Financial proposal with a detailed, itemized budget
- Certificate of good completion of previous similar work
- RRA and RSSB non-compliance certificates
